President Shavkat Mirziyoyev reviewed a presentation of proposals aimed at enhancing the healthcare system, improving the quality of medical services for the population, and increasing the effectiveness of reforms in this sector.
The presentation focused on measures developed to improve the prevention and treatment of acute cardiovascular and cerebrovascular diseases.
According to the plan, the national program "Combating heart attack and stroke", based on the international "Stent for Life" and "Action Plan for Stroke" programs, will be implemented in the Samarkand region and the city of Tashkent starting May 1, 2026. From October 1, the program will encompass the Andijan, Namangan and Fergana regions, and from 2027, it is expected to be extended to other regions.
Within the national program, it is planned to conduct annual surveys among the population over 30 and, based on the results, carry out targeted medical examinations in the identified at-risk groups. The implementation of emergency medical care algorithms and clinical pathways is also envisioned.
Furthermore, in accordance with international standards, a time regulation for the "golden hour" principle will be introduced for providing emergency medical care for these diseases.
The presentation also outlined measures aimed at enhancing the material, technical, and digital capabilities of the emergency medical service. Specifically, teams will be equipped with telemetric electrocardiographs and defibrillators with monitors. AI-based analysis and transmission of ECG results via an information system will be enabled, along with real-time data exchange between medical teams and hospitals.
Inpatient facilities will introduce AI-based stroke diagnosis, while patient pathways will be digitized. Hospitals will be supplied with thrombolytic drugs and necessary consumables for emergency surgical procedures.
Non-governmental medical organizations will be engaged in providing emergency inpatient care, and medical services for acute cardiovascular and cerebrovascular diseases will be financed by the State Health Insurance Fund.
As part of the national program, an electronic registry of patients and at-risk populations will be maintained in the "Electronic Healthcare" information system.
Particular attention was also given to preventive and awareness-raising efforts among the public. This includes distributing public service announcements, infographics, animations, and short videos in the media and on social networks, installing billboards and banners near markets and shopping centers, and conducting seminars and training sessions on the early detection of heart attack and stroke symptoms in educational institutions, enterprises, and mahallas.
Moreover, special classes for schoolchildren will be organized as part of the "FAST Heroes" international program under the "Angels Initiative". Annually, on September 29, International Heart Day, and October 29, World Stroke Day, free mass events for measuring blood pressure, sugar, and cholesterol levels are planned, as well as for improving public literacy on providing emergency aid.
It was noted that 239 billion soums will be allocated to finance the program in 2026, and 280 billion soums from 2027.
The presentation also included proposals for the further improvement of blood services from 2026 to 2030.
Given the growing demand for blood products, targeted measures have been developed to expand the capabilities of these services and fully meet the needs of medical institutions for blood and its components.
Particularly, based on the recommendations of the World Health Organization, it is planned to increase the number of blood donations from 10 to 30 per thousand people, expand blood reserves from 150 thousand to 450 thousand liters by increasing the total number of donations to 1 million, and also increase the number of voluntary blood donors from 300 thousand to 900 thousand.
Based on leading international practices, standard operating procedures, safety protocols, and modern screening methods will be introduced to ensure the safety of blood and its components. At the same time, there are plans to enhance the professional knowledge and skills of blood service employees, strengthen their material and technical base, and support the development of the voluntary non-remunerated donation movement.
To fundamentally improve the blood management system, a process management system based on the "demand – processing – delivery" cycle will be implemented.
As part of a digital platform, the "Electronic Record of Blood Products" information system will be introduced, which will ensure control over the movement of blood and its components and enable order placement integrated with emergency medical care.
It was noted that 308 billion soums are planned for the financing of blood services in 2026, and a total of 1,75 trillion soums for the development of the sector in 2026-2030.
During the presentation, information was presented on the outcomes of a study of the activities of specialized scientific and practical centers and clinics of the republic.
In September-December 2025, working groups conducted a comprehensive study of the activities of 37 national-level medical centers and clinics, identifying a number of organizational and managerial shortcomings. To address them, a 27-point action plan has been developed, covering areas such as improving the quality of medical care, systematizing work with the regions, enhancing the management system, personnel and research activities, financial discipline, and the effective use of resources.
The issue of involving foreign experts in the reform of the healthcare system was also reviewed.
Technical specifications have been developed for reforming the public health system, health planning, and the national laboratory system. To implement these measures, it has been proposed to involve 25 international and 19 local experts.
A project for the modernization of the Republican Oncology Center and its regional branches was also presented.
In 2021, in cooperation with the Islamic Development Bank, as part of the "Modernization of Oncological Institutions of the Republic of Uzbekistan (Phase II)" project, 119 types of medical equipment totaling $61 million were purchased for the new complex of the center and its 13 branches. It is planned to purchase another 5 types of equipment worth $5,6 million.
By attracting an additional $10 million, it has been proposed to purchase 1,027 units of medical equipment of 80 types for the center, as well as a cyclotron and a radiosynthesis laboratory for the production of radiopharmaceuticals.
The Head of State was also briefed on the ongoing work to develop the pharmaceutical industry and provide the population with affordable and high-quality medicines.
It was noted that the pharmaceutical industry is currently becoming one of the most dynamically developing sectors of the economy. Today, 156 projects with a total value of $2,3 billion are being implemented in the sector. In 2025, $362 million in foreign investment was utilized, and over 2,400 new jobs were created.
Enterprises in the sector produced goods worth 7,3 trillion soums, and exports of medicines and pharmaceutical products to 55 countries amounted to $220 million.
As a result of recent reforms aimed at ensuring the quality of medicines and reducing bureaucratic procedures, entrepreneurs have, for the first time, begun organizing the production of 130 types of imported medicines in Uzbekistan based on technology transfer.
Moreover, by revising the reference prices for 2 thousand types of imported medicines, wholesale prices for these drugs were reduced by 40 to 60 percent.
During the presentation, the need was emphasized to further improve the quality and accessibility of domestic, import-substituting medicines, to create the necessary conditions for investors, to expand production and laboratory capacities, and to establish a transparent quality control system.
Having approved the proposals, the President signed the relevant decisions. The responsible officials were issued instructions for the timely and high-quality implementation of the planned measures and achieving concrete results in the areas discussed.
